Jill McDowell has been Gateway’s Director of Finance and Administrative Services since 2002.  Her areas of responsibility include budgeting, purchasing and contracting, accounts payable, bursar operations, general accounting, financial reporting, grant financial management, and  fixed asset control. McDowell supervises eight full-time and three part time staff members providing administrative support services to students, college staff, Board of Regents fiscal staff, vendors, and other external organizations. She previously managed the Information Technology Department over a two year period that included the consolidation of two separate campuses to the new downtown campus. 

McDowell also serves as a member of the President’s Cabinet and President’s Advisory Committee. In addition to her extensive higher education experience at Gateway, McDowell worked eight years as the Fiscal Administrative Supervisor at Manchester Community College and six years at the University of Connecticut’s main campus. While at Manchester McDowell assisted in the overall fiscal operation of the college, including budgeting, financial reporting, grants, accounts payable, and contract management. At UCONN McDowell held the positions of Business Services Assistant in the Accounts Payable Department and was then promoted to Budget Analyst in the Budget Office where she was responsible for developing the University’s annual operating budget. 

McDowell earned both her Bachelors of Science Degree in Business Management and Masters of Business Administration from the University of Connecticut.
